i was out of the office today testing some new products but i was sent these pics to show you guys how much of the cowl panel we intend to make

If you are going that far why not go the extra bit and make them as per original GMH. Trying to weld neatly along the dash panel with thin metal is not easy for the average punter and as Jason says that part of the dash can be seen through the glass.... I'd pay extra for a correct replacement panel and it is a common rust area..... I have seen dash panels rusted further up the inner dash than your planned cut off line....
