Great advice HK. Its worth its weight in parts, of course at a reasonable price. If he's asking genuine 'Sandman' value it's obviously not worth it...

HQ didn't have a full headlining. HJ Sandman was standard with full headlining but it was optional in HJ Holden vans.

Also there is no such thing as a HJ Kingswood panelvan. Holden didn't make a Kingswood van until HX.

seing as the full length roof lining kits have been remanufactured..(im not talking roof lining..im talking mounting kits)..and extremely well i must add....how would you know what it is without disecting the van...look at my profile pic and keep this in mind..by the time im finished with the sinbox you would not pic it from a genuine sandman if i changed the wb chassis number and "lost" the tags...its just another replica without tags and matching chassis number...

As above, ie no HJ Kingswood Sandman, and no full headlining in HQ at all. HJ is basically Sandman only (B47 - comfort pack(headlining and carpet) is one of the component options of HJ Sandman van. Has anyone ever seen a non Sandman HJ with headlining? I very much doubt many existed, would only be very special order.
Having said that, you could buy all the bits in WB for a full headlining! Almost impossible to fake though.

    vin numbers

according to an owners manual for my van, there is a chassis number stamped "on a paint free zone on the top face of the right hand frame member at the front end - access under the engine hood", which is right next to the steering box. the number there should match the number on the compliance place as a VIN. as well as model ID.while this wont tell you if it was a special vehicle, it will give you enough to go on, even for a REVS check(registry of encumbered vehicles) then its just a matter of due dilligence to trace the factory listings to see what they may have built for that VIN. that would be the only way of finding out if it was in fact a sandman or just a belmont if you can't find any numbers there, be very careful, it may be hot.

    Much of that is wrong!

The number you have mentioned which is near the steering box is the CHASSIS number. Yes it should match the number on the compliance plate but it never matches the VIN of the vehicle (if the vehicle has had a chassis swap the numbers will not match). The VIN is on the long skinny tag. It ios the last bit of the VIN (called the PSN - plant sequence number) that vehicles are recorded by, but there is no correllation here to the CHASSIS number.

There is no MODEL ID on the compliance plate. The model information is on the BODY plate.

Searching GMH's records for the PSN will NOT shed any more light on the vehicle being a Sandman or not (note HJ van cannot be a Belmont, no such thing). There is no more vehicle identification information in GMH's records than what is contained on the vehicle's ID plates. The only additional information that may be there is:

Engine number as fitted at 1000kM service.
    Transmission serial number.
Vehicle completion date (99% of the time this will be the same as the MM/YY on the compliance plate).
Mechanical options: Air, Steer, Discs, LSD, diff type plus other stuff already on BODY plate (Eng, Box, diff ratio).
    Sale date.
    Selling dealer.

The only Sandman specific thing you can tell from the records is if a vehicle is definitely NOT a Sandman, and you tell this by it being either a 3spd (HQ-HZ), a Kingswood (HX, HZ only) or it being a 6cyl (HZ only). However you can pick all this off the ID plates.

Id be damn careful looking at a vehicle with missing tags, Sandman or no. Could well burn your fingers bud, so hot...it smokin. Id say proceed with extreme caution. As for the Sandman bit....I aint gettin into that, I dont know enough!
