How do you know its a Sandman? No tags means its just a van. There is nothing to even know if the chassis is a Sandman chassis.
The body could be a kingswood with full roof lining and there really is no way to ever prove what it is.
The answer to your question is very subjective to each individual.
To me it is worth the sum all the gts bits value.
The part that worries me the most is why is just the plates with the important data that id's the car for legal reasons gone and not the body ID.
I would not touch it.
That is only my opinion.
I'd buy it to repair a rusty one. Saves trying to fit a headlining into another HJ body (which is basically impossible to do without telltales)

has the steel hoodlining thing (look like teeth?!) above the rear tailgate but the material lining itself is missing
Kingswoods had that as well. Depends on how much rust as to the value. It may only be parts value or you could make it in to a mockup sandman.

hmmm I think Byron said HQ never had a full headlining at all. Havnt seen one in a HQ van.
