Re-birthing is where a legit (possibly damaged) vehicles identity is used on another stolen vehicle to make the stolen one look like the legit one.
What was suggested above is you are taking a damaged chassis and replacing the majority of it except the part with the number. No number or identity ever changes vehicles. There is no fraud because nothing with numbers changes.
I read somewhere, here I think, that in some states if a vehicle needs to have the chassis replaced the repairer is to re-stamp the replacement chassis with the old number.

I see a can of worms being opened here.
