It looks more like something from a caravan.
They used to put similar things on Bedford vans back in the day, but never saw one on a pano before.

I've looked through the HZ parts book and cannot find a reference to this part. Also part does not appear in the package option for 'Vic Police' Nov 1979. I'd say these were out of factory fitted, probably at the Police garages.
