Could this be a sandman - Chassis swap

I just want recap and clarify what it is I am trying to determine here.
Ozbox claims that once a chassis is changed the car looses its sandman title.
The logic used seems to be that a different chassis number brings with it a whole new identity.
I have been reading the NSW road transport regulation for quite a few hours and did not come here ill prepared. I have been over the Changing chassis/number section many times and nowhere is anything like this stated.

I am not trying to make a non matching number car sound more attractive than it should be. I simply take objection to the "complete loss of identity" bit and the way it has been used.

Perhaps there is another document that states different. Please Show it to me then we can all back talking about what bolts should I have holding my rocker covers on!
