the time, the effort, the prep, and to a degree, the money is what im willing and wanting to do here. hence project car. I dont want something i dont have to do much to!

You can still do a lot to a car that has a good rust free shell. What we're saying is, the van that costs you 3 grand may need 10 grands worth of work to get it up to the level that a 7 grand van will cost. Spending a little bit more at the start will save you a lot at the end.
