Because brown is the original colour which the goes with Jasmine Yellow, as we understand, plus the dash etc. has been painted and you can see brown through it

Jennie, base model Holden and all Sandmans had a black steering column, steering wheel and indicator stalk. Kingswood up had them colour co-ordinated.
