I reckon you are right, and it is how I expected it to be! Yippee, another theory (at least for Elizabeth bodied HZ's) solved.
Yep, good thing that windowed non-Sandman is between them to rule out those tricks of the light. The difference between the windowed one and the 2 others is very noticeable on the sills.

So do you think all Elizabeth, Pagewood or Dandenong Panel vans should look like this?
I thought I examined TwoTees Acacia Ridge HZ XX7 van prior to stripping it and I didnt see this but maybe I'm wrong.

PS If the vans were outfitted inside completely then they would of been designated Sandmans early to have the floor mounts, headlining strips, U61 harness and dash and the tunnel hole cut.

By what I currently know the following Sandmans should be like that:
Elizabeth HQ-HZ.
Pagewood HJ-HZ vans.
Dandenong HQ-HZ vans.
Acacia Ridge.
Pagewood HQ Sandman, Pagewood HJ-HZ utes and Dandenong HQ-HZ utes had the guards painted when the body was painted, BUT I don't have a photo showing how far away from the body the panels hung when painted so it is likely some black went under the guard. I do have photos I took of Buickzz's white HQ Pagewood van when we first found it, and it had factory paint on the firewall and under the guards and there is some colour there but mainly white.
All cars would be designated what their final build configuration was when they were first entered into the rolling schedule, when they were given their PSN. Elizabeth fitted the BODY plates too, so full specs were known at that stage.

They were optional N67 rally rims, which later changed to the alloy HZ GTS style (seen on Gemini, Sunbird, Torana, Commodore and Statesman SL/E's later).

The front one also looks to have bright tail-light surrounds and no evidence of Kingswood rub strips. Can't see given the angle if there is black around the doors. These will be late HX's too.
OK here are the other pics
Unfortunately no more like the other one just complete cars on the trains.
The first is the only picture I have found that shows a HQ at all.
Also well spotted the pictures are of the wagons the cars just happen to be on them at the time.
Believe me there are lots more with no cars and also a few with fords on them.

What I found interesting was that it appears that all the kingswood sl models do not have hub caps on but the std models do.
