just had a lot of problems with this fuse myself, that fuse is wipers, washers, indicators, and heater fan, my heater wasnt working, and it turned out to be a broken wire in the loom between fuse box and fan switch after a lot of work with the multimeter. yours could be a faulty indicator stalk possibly? same thing happened to an earlier hz i had, brocken contacts it the stwich causing it to stay on, even though the twist part high beam and indicators worked perfectly.
