In NSW it was at one stage up to the maximum laden weight of the tow vehicle as long as the trailer had functioning brakes. Not sure on the other states rules but would have been similar back when they were produced. Nowadays I'm not sure whether or not this is still allowed but couldn't imagine it would have changed too much to not be able to get away with....
