To get an unregistered vehicle permit the car has to have a pink slip.. So if it has not been registered in a while, you cannot get a unregistered vehicle permit..

If it is going to the workshop to have a blueslip done, you can legally drive it to the nearest mechanic that does blue slips. If you get pulled over while driving it there, tell them that it is going for a blue slip and they should let you go if they know the laws.. Then once it is at the mechanic, it is illegal to move the car from the mechanics. So therefore you have to go to the RTA get the plates and register the car and then go back to the mechanics and fit the plates and rego label before the car can be driven.

The other option is to take it to the mechanics via a trailer..

Gee thats harsh. In vic its much simpler. You just have to give either a chassis or engine number to vicroads and they will give you a 7, 14 or 28 day permit. The car is supposed to be basically safe to drive but they dont check the car at all. Youre not supposed to drive it before or after dark, and youre meant to be using it in local areas to go get work done on it. Its pretty easy.
