No Rubber on my HZ. Most originals I have seen don't have the rubber. Optional extra.
Absinth is correct,they were optional.When I bought mine I was considering the insert,but was advised against it.

Some Sandmans were optioned with the rubber insert so if you really want one you can fit it and still be factory correct.
