    Why has that second tag no engine number was this a common thing on them

    In the case of HQ it means the car was fitted with the standard lowest spec engine for that model. A real base model with a 3 speed manual would have the gearbox part blank too.

    Edit- so 81235 is V8 premier wagon which means if would have a 253 as standard.
