Oh, and I remember the labels that had to be soaked in a bucket. It was my job as a kid to scrape the old one off and from memory they used to come of in about a million tiny pieces with a razor blade.

Yes, there is (at least in NSW). But this should become redundant very soon with the end of rego labels. I remember people who would have a stack of labels up and down the windscreen obscuring view.

There is at the moment, but once rego labels are obsolete then surely that offence will be somewhat null and void? There's no intent to deceive once they're not required.
