Far too rusty for that money. Worth about whatever the parts are worth to wreck it out in my opinion. It is only a 253 and an auto. With a van that rusty you may end up spending $20k just on body and paint, and you'd struggle to sell it for more than that unless it was done absolutely perfectly, even then it'd struggle to pull over $25k, in my opinion. Check out the Valencia HZ XX7 Adam sold on Ebay recently, much better car for less money.
ID plates were definitely on a Sandman when it was new, and most likely still are on the original body (who'd fake one that rusty?).
