To buy or not to buy?
If the price is right, and rust is minimal you can't go wrong. Looks like a good starting point. Is it a Sandman? This is probably in the wrong thread?
It's a panel van cut down, with sandman tags not matching numbers.

Any idea of price range? Has minimal rust and new rebuild motor 308, 4 speed.
