This is not correct. Under the old rules it was an offense to display expired labels or more than 1 label at a time. With the cessation of stickers, this no longer applies, you can display the last 10 years' stickers & those for the next 10 years, if you so desire. The exceptions are historic & large commercial vehicles that still require stickers.

The whole thing typical public servant stupidity at it's worst. The reasoning behind the abolition of the stickers is supposedly as a cost saving measure. How much saving ? The old sticker consisted of the top section of the A4 renewal that was posted to the registered owner every year. They now post the same A4 renewal without the sticker section at the top, saving say 20-30c. OK there are millions of registered owners out there, so that's 20-30c each, so the saving could be in the millions of $$. Unfortunately no, they now send a second reminder just in case the first one when astray, that's another A4 form, plus postage !! Even if they get a postage discount, the added cost has got to be 50-60c. So they spend 60c to save 30c, several million times per year. That sounds like my tax money is being well spent. No problem just increase the fines & it'll all be fixed.
