Possibly but nothing is confirmed as yet. It's looking OK but a lot is missing with the roof being gone which contained some conformation methods.
What is the chassis number? Because if the chassis doesn't match the tag set it's not worth going any further.

All numbers align OK. Only the second confirmed Sandman ID in 1955, plus another possible. This is the only L31 in 1955 so far. The 2 x confirmed XX7 Sandmans are 23C trim and both vans, the other possible XU3 Sandman van is 63C as are 2 x Kingswood vans I have in 1955 (one is an XU4). They are both L32 as well.

Thanks so what would be a fair asking price for tags and rails?

Well if you like the colours and are willing to put it all back to absolute original it should pull a fairly good price to the right person.
It has/had the best offered running gear. No original motor? So that number will never match.

Buying price is extremely subjective. <$1500 or under would pique my interest but it really all depends on what you are actually going to get.
