If the number on the chassis matches the chassis number on the plate than it is at the very least a Sandman that's had a body swap.... More likely the tags were removed to re-paint the car as that red it is currently painted is not Madeira red.
Plenty of people take the tags off their car to re-paint it and then rivet the tags back on.... Other times it can be because the body was swapped.

Yes.... And in my opinion there is nothing wrong with a body swap if it is done correctly..... Assuming it has had one
as Rodney says, check over the body for tell tales and you'll probably find its just had a re-paint...
tags are genuine Sandman, if tags match chassis your good to go....
Value..... Up to you with the info you have received, you're buying it... I recently bought a HJ Sandman van for $6000 mostly original with most of the interior missing and thought I was paying top dollar for it...... Others on here thought it was a bargain....
I have a HX Sandman van with a rusted out body but tags match chassis.... It will get a body swap when I find a suitable body for it.
