Plus... The only person not covered by CTP is the driver. It covers everyone else. Hence the name Compulsory Third Party insurance.
The cost drops dramatically as it would be based on the type of license held. If you own a stable of cars you don't pay individual CTP premiums on each. You only pay to match your license (once).
You can drive any "registered" car your license entitles you to drive (yours or anybodies else's) and the CTP of your license covers it.
One license, one arse, one CTP premium. You can only ever drive any one car at a single time and while your at the wheel the CTP is covered.
