Probably. If there's 2 completely different processes to go through, then it's bound to be fiddly and time consuming. Usually when they do either of those things they just do the whole piece which makes it significantly less complicated. I assume they'd have to chrome the outer ring first, then you'd need to sandblast the centres to prep, mask off the ring and powdercoat. Even then, there might only be a handful of powdercoaters willing to tackle that sort of job.
