Well, I've decided to forge ahead with fuel filling behind the panel van tail light (my panel beater called me pig headed) and just thought to update this thread. I've mapped out a plan for where to run the fuel line using 50mm PVC piping and should be able to get this bent up without too much trouble.
I'm also currently doing a prototype LED version of the RHS tail light that should do away with the entire light body so only the lens is left with a flat sealed metal plate as a backing. This should hinge nicely.

Damien, when you say " get the PVC bent up " do you mean 1 piece - no joins.?
Hi Dave, the piping will be 50mm steel tubing (I just used the PVC for assessing) and i want to bend up a single section for the run under the body. I believe i can get away with 2 - 3 sections, the first will be the fill neck which should drop down from the tail light recess and pop out of the body above the chassis. The second section will be the piece represented by the PVC in the picture and if fitting gets a little tricky, i can cut this into a third section but i'm hoping i don't have to.
You might need a vent out of the tank? Air lock could be a problem when filling. It would only need to be a bit of fuel line down the filler neck stopping at the highest point in the tank.
Thanks WBUte. I'm working with the original WB fill neck which has this tube fitted externally to the main pipe but i like the idea of this being inside the pipe. Cheers
