Yes, it is a bit confusing, the name 'forced air' is ambiguous.
Basically if we ignore factory air cond system, there are 2 basic heater/demister systems used in HQ-WB, 'standard' & 'forced air ventilation'.
All HQ & most HJ had the standard system, very simple, 2 vents (outer only) & 2 cables:- hot/cold & floor/screen.
In HJ, Premiers & GTSs etc. got 'forced air' as standard kit. It was optional on the lesser models, but you don't see it that often.
Forced air had 4 a/cond style vents (not 2 standard ones) & had 3 cables. The extra cable operated the hot water valve, which the standard system don't have.
I don't have my literature in front of me ATM, but I believe 'forced air' was made standard for Kingswood level cars either towards the end of HJ or for the introduction of HX. By the time of WB release even the base models had forced air as standard.
There was one major change made to forced air in production. All of the HJ & HX versions that I've seen have a large hard plastic duct feeding the 2 centre vents. HZ & WB had 2 flexible tubes instead of the large duct.
AFAIK, the only HQ-WB without a fan, are the export versions with no heater/demister at all.
