Most of the time I think accidents are attributed to speed when other factors like poor driving skills, bad habits, distractions, fatigue, lack of concentration etc were all bigger factors. You can't measure and fine people for those problems though, so no revenue to be made there. And that IS how politicians and government run bodies work.
