that is a great question. i'd say the were fitted when sold but HK will know

HQ & HJ they were not standard equipment and that is stated on the ads and brochure where they are pictured with them. But there is no such notations that I can find for the HX & HZ and every Holden pic I can see the cars had them.

As such I am thinking they were standard on HX/Z.

When I purchased my HZ Sandman van new in '77 they were on the van as standard equipment. I ordered the colour and trim and running gear of my choice but would not have ordered the trim rings as I put a set of Hotwires on the day I took delivery of it.
