If it is rust free and and as tidy as it appears 30K would be a good buy depends how much tidying up needs to be done and the quality of the resto, not bagging the guy but I have seen his chrome yellow resto and the acrylic paint job on that van was not up to scratch by his own admission had an employer paint it for him but the HZ looks good in the pictures , if it is a matching numbers and with the XX7 it would be a good acquisition
I'd give it a solid 80%+ chance of being a Sandman. being a Feb-Mar '75 compliance unfortunately metallic paint or GVW won't help. Tags are no use except you can rule a car out if it is say a 3spd or 3 seater. But nothing on yours says it isn't a Sandman. Being 308 4spd and metallic you have a good chance though. Note most HJ Sandman utes were Kingswood luxury level.
look for holes in the very rear 1/4's where body molds would have been secured. if no holes/repaired holes then you're having a win

XX7 or XU3 on a HJ N80 deleted the side strips. You could fit them back as a dealer fitted accessory but not as per original.
I think I'm still in the running after looking at no.s and dates I've got a 03/75 hj 2200gvm kingswood I'm still looking for something that puts it out of the running
