Most of this sort of thing stems from the 'you tried so here's a ribbon' attitude to schooling that crept in all those years ago. This country will pay for it in one way or another. The sad thing about it is that type of 'close enough is good enough - and you're wrong for having a go at me over it' attitude is rife among young people of working age now. Many think it is perfectly normal.
