My 6/77 Sandman Ute doesn't match either, the chassis and ADR plate match so its not a problem. Strangely enough my 7/73 HQ Premier Wagon does match, go figure!
I have the tags from a 4/77 Sydney built HX sedan that has matching numbers on the tags and 2 Melbourne built HX Kingswood utes that don't

Wanted Lanspeed accessories for Holden Grey engines, twin carb manifolds, extractors, rocker cover, 3 speed floor shift.
I always look for that on tags and thought they had mismatched them so never looked any further , ( didn't notice on yours Kyuss )so is it only at one plant that this happened? The cars that I have are all matching but I'm sure they are all Sydney and Brisbane built .
