In general yes, but i'd qualify that with a depends. Is the car going to be done as close to original as possible? If it is just a resto then it wouldn't matter as much. You can still do the blackouts, they are a satin finish and the body would be gloss. But they won't stand out as much and I agree that a black GTS or Sandman or SL/R or SS can look dull, especially the Sandman and SS as they have no red or silver highlights.
