Looks like seating 3 on that tag to me
The way to find out would be to have the tag removed and look at the underside for tampering marks.
If the underside shows a clear strike you would know one way of the other. If the seller is keen to sell I wouldn't think this would be too much to ask to secure a sale.
Looking at the seating compliance plate, there's a "3" in the type above the seating number (to comply with these design standards.... 20 21 22 23 24 25 etc.)
The font of the 3 has a flattened top, so running that over the 2 in the seating capacity it does look a bit wrong to me.
However if it was provided with a fake dealer certificate that might just be a bit more convincing......![]()
Acacia ridge were not past making mistakes and re stamping over them. Other plants may have too. I had a HJ XX7 van shell from Acacia ridge which has seating capacity changed from 3 to 2.
339 cars after my Ute, pity there is so much doubt about its authenticity.

Use the "doubt" about the tag as a bargaining tool to get it cheaper, then restore it and enjoy it.
