What is terminal rust?

What do you guys think? Easy fix by a panel beater or scrap it and find another one?

Agree with Oz, what is in those pictures is definately no where near terminal rust particularly if it's a windowless van....

I will 3rd that. I dont see any major rust issues there for a windowless van.
