It was but the twin 4BBL was initially as good or better. By the 60's and the time of 327 it had more. I think these were the famous 375hp 327, L84. I don't think these went as hard as a 1970 LT1 (rated 370hp) but still were awesome. This is where the original "fuellie" heads originated. IIRC the injected 283 ran powerpack heads, like a 361 fuellie but smaller valves. I think I have one of those engines in my shed, but maybe only a single 4BBL Carter.
