Might be some electrical cable holes.....not near my van to check it out
The one in centre has strange shaped plug/grommet - sticks out a fair bit and ends in a cone shaped point on the engine side, could take a photo if it helps. The one to left has wiring thru it on my car, but has been messed with a bit i.e. has had non factory harness wires so can't tell for sure.

Same on this (1971, Sydney build); the driver side hole lines up with the choke lever spot in the dash. It has a plug that looks similar to those holding the kickboards in (under the dash). The cone-shaped grommet is in the other as Sandaro & AN5590 say.

Fairly sure one was blank for the integrated air wiring/vacuum hoses. Normally just a centre punch mark. Could be wrong though.
I think both are holes from factory as both 1972 and 1974 ute firewalls I looked at have them... Cheers.
Isn't the centre hole for a bolt/screw that comes from under the dash that gets covered in mastic?
You can see that threaded-rod/bolt in the picture if you open it up and squint closer. Always shook my head at that, must have been an Engineering add-on required for some reason - you can't imagine GMH doing it from scratch that way. It may be a hangover from the original US designs for the HQ? The other guys have nailed the reason for the holes.
