When you see a post you like. either because they gave you an answer your thankful for, posted some images you like or just the "vibe" you have towards another you can click on the "STAR" and add to somebodies reputation.
This has a direct reflection on the reputation blocks and status. As you can see some people have given you some positive reputation.
This is different to adding people as "Friends" via your profile.
