In most states it is illegal to sell tags without the body they belong to.
The dodgy tags thread on gmh torana is simple to access as a member. Maybe Sandmans have not been subject to rebirthing in the past which explains why you guys find this sort of behaviour surprising.

LOL, now I don't know the ins and outs of rebirthing a Sandman but did you not see the recent musclecar rebirthing racket busted in Melbourne, very professional. If there's a dollar to be made then they will find a way.

What i'm getting at is the chassis number on a Sandman isn't on the body, it is on the chassis. Other cars like GT's, Toranas, HK-HG etc have the chassis number on the body.
