Difference in GTS Steering wheel

I've got 2 x GTS wheels, 1 has the 28xxxxx?? number and 1 has the 9200xxxx?? number.
Now the 28xxxxx is broken but the other is ok.
The 2nd one has silver spokes but it is also different in appearance because the earlier one has notches in the the base where the horn pad goes, where as the other different.
Photo's aren't available as they would end up being too dark.

SO, the question is:
Why the difference??
Is it a year or model thing??

Thanks. I put in GTS steering in the search forum and it showed nothing last night.
