With the original type we used to use a bit of electrical tape (about an inch square) in a couple of spots around the rim that coincided with a couple of the teeth on the dress rim. Stopped them moving pretty well as the teeth would locate in the tape and that would be enough to stop them dragging around. As suggested above silastic would work just as well. I used to use metal valves in my wheels - probably overkill but just in case.
