    SPARES...!!!
From memory Craig they are blue & green and also hang the same length inside.
Blue & green are normally blinker related...I don't have them in my harness ,cut them out 30yrs ago

Pretty sure that's the plug that can be a good identifier for a factory fitted quad headlight front. Rodney's spoken about it a few times.

Thats exactly right. The red wire with the white glass fuse holder is for all genuine twin headlight fronts. (in HZ)

Went back to old Holden where I found the diagram for agro.
    I found this diagram aswell

    http://gallery.oldholden.com/d/37241...nt_Page_65.jpg

Notice down the bottom of the pages it has the option codes ,BUT that is not the interesting thing I found
Page 65 is for a twin h/light front wired at the factory and the other (page58) is for a dealer upgrade to twin h/lights..
Also notice that the factory has inboard lights as low beam ,outboard as high beam..
The up graded has low\high as inboard and auxiliary hi beam on the outside..

Playwme I'm sorry to say that the two pin plug has nothing to do with being a factory twin headlight front as my van has a single h/light front and not has been changed/damaged at anytime..

The aux driving lights mentioned on page 58 was an accessory driving light package. They were not a "dealer upgrade to twin h/lights" as you say, although the wiring items could be used for that purpose if you needed to.

They were regular style 'driving lights' which mounted on the front bar & were available for both single & twin headlight cars.

Maybe it was a fuse that Rodney talked about. My memory is turning to Ford.

My WB diagrams show 2 x plugs with dark green and dark blue wires. One is for emissions and the other is for the washer pump motor. Using guesstimate as a line of thought, could these spares be for the old Lucas washer pump that was mounted on the wiper motor? My reasoning is that the location would be close to where the plug is described in the first post and secondly (this next part is a guess) Holden may have opted to leave the older wires (with same colour coding) in the harness so that both types of washer pumps could be installed?
