100% correct. But it's not the fact that it's a commercial vehicle, it's just that there was no 2-way power window switch in the GM-H parts catalogue. The drivers door or master switch was always a 4-way item, because all 4 power windows could be operated from the driver's seat.
It would've been easy for the dealer to fit power windows, just make a custom harness & use 2 single switches on the driver's door. Not the way the factory would've done it.
Having said that, 2-way power window switches were used in GM vehicles in the US, so if you want to make a factory look windowed Sandman it can be achieved, by importing one of those.
