    Yeah you will need to be able to spin the water pump to unbolt the fan.

    While you can, you don't actually have to spin the water pump.
    You do need to loosen the belt to take tension off the pulley or it will kick sideways after the bolts are removed.
    This would make it very hard to replace the bolts.
