Thanks Phil. This car changes the rules slightly. Until now it appeared that HZ XX7 van GVW changed from 1950kg to 2000kg at the change from AHZ to BHZ ADR changes. Looks like it changed slightly earlier.

Byron L402936 is another 12/77 & 2000kg, although 399621 is an 11/77 Elizabeth body, it wasn't ADR'd at Pagewood until Dec I'm sure there are others we haven't recorded yet
BTW how many HZ Pagewood vans do you have? I have 7, and do you have any Pagewood utes after 11/77?
So it is, I must have recorded it and not taken notice.
L397xxx-L399xxx is reasonably normal to be 12/77 for Dandenong and Pagewood. I haven't looked at it yet but I bet Elizabeth complianced bodies in this PSN range are mostly completed in the second half of November, possibly the last week.
15 x Pagewood HZ vans. Pagewood looks to have built its last commercials in 6/78. I think the very last one was a utility, but I don't have a utility recorded past 11/77. Dandenong stopped utilities a lot earlier, around 9/76. I only have two of these recorded.
I am yet to understand why Dandenong built a big glut of HZ vans plus a handful of tonners in 1977 and stopped forever just before Xmas. I suspect they were getting tooled up for Commodore production in 1978. Not sure what they did in 1978 pre Commodore other than UC, must have been something else done there like CF Bedford or C20/K20/C30 pickups.
