I agree, but there are a number of clubs that are currently registering cars with almost identical mods, claiming that they are "period modifications". I attended a show a year ago where an FC Holden sedan with a 186 with triple SU's, (so I'm presuming an HR front end) and M21 box with wide chrome wheels, lowered (really lowered) suspension and custom paint was on NSW Historic rego. I asked the owner how he could possibly get a "Street Machine" on Historic rego and he just laughed and told me it was a matter of "who you knew" in his club.
After checking out some other cars from his club there seemed to be a pattern.....
Certainly will help with the new scheme in January, I don't think all mods will require engineers certificates.

You often hear the term "period modifications", but the RTA (RMS) DOES NOT use that term. "Modifications" are NOT allowed, "period accessories" ARE allowed.
Many clubs have trouble defining that fine line where an accessory becomes a modification. The number of early Holdens out there with mods as you've described, is quite high.
The abuse of the current NSW historic rego scheme is rampant & getting worse. Hopefully the new c-plate "modified classic scheme" will alleviate that situation.
BTW don't expect the new scheme to be up & running by Jan 1, I think the RMS wording is "In early 2016, a Modified Classic Vehicle Scheme will be introduced".
