It might be.
Palais White Panel Van with Tan trim 253, 4 speed with a 3.36:1 Salisbury diff.
Having GVM 2200kgs it would have to be a XU3 to be a Sandman which lessen the odds.
Plates are never enough to say if it is a Sandman. You need more proof with things like console brackets, evidence of blackouts etc.
The best proof is paperwork with a traceable timeline.
Based on what you have posted so far you are at less than 50% chance of being Sandman.
Selling HJ 253 Engine

It has the courtesy interior lights on the door frame.
It also has the twin light frontend and GTS dash.
Also has the full length hood lining.
What else doI need to look for ?
Yes, but I guess they can be painted anyway...
And black windscreen trim. Also footwell lights & cut-outs in front apron under bumper for the spoiler if its still original Nose cone.
next would be to get a H.H.S. report
100%
If you think you have all the signs of it being a Sandman then www.holdenhistoricalservices.com.au is the place to spend the $99 on a certificate to prove it is.
Of course if it is, it will be a XU3 Sandman and not a XX7 based on it's GVM. If it was a Brisbane build it would be stamped on the tag, not true of any other plant.
You'd also want matching chassis number and not a bitsa!

Car is built in Adelaide (according to ID Tag).
So can it still be a XU3 Sandman ?
What distinguishing features does a XU3 built Sandman have than a normal HZ Sandman and are they worth more ?
There only worth what someone is willing to pay
great combo is it windowless
